Upcoming RFPQ & Registration in MMP
Multnomah County, in partnership with Washington County and Clackamas County, is releasing a new Tri-County Request for Programmatic Qualifications (RFPQ) on February 14, 2025.
The new RFPQ creates an opportunity for organizations to qualify for the Tri-County Supplier Pool, which is a list of providers who are eligible to contract with the three counties to provide supportive housing services. You are receiving this email because your organization previously applied for qualification in the Tri-County SHS Supplier Pool.

Supportive Housing Services (SHS)
The Supportive Housing Services Program is a regional program to address homelessness and housing instability funded by voter-approved Metro Supportive Housing Services ballot measure 26-210. Prioritizing Communities of Color, the program aims to build a regional system of care to increase housing stability and equitable services delivery through inclusive community engagement, investments in programs that advance racial equity, and tracking indicators demonstrating success in these areas. Tri-County Vendor Pool for Supportive Housing Services The goal is to create a simplified, transparent process for new and established providers to become qualified vendors to deliver homeless services. In previous years, Clackamas, Multnomah, and Washington Counties participated in several Tri-County Request for Programmatic Qualifications (RFPQ) resulting in more than 150 qualified vendors. This RFPQ will open on February 14, 2025. |

Attend a Tri-County SHS RFPQ Pre-proposal conference. We will review Multnomah County’s procurement portal, Service components, the online application, evaluation criteria, and allow time for questions.

Who Should Apply? |
We welcome and encourage culturally specific, and new and emerging organizations interested in delivering homeless services to attend a pre-proposal conference to learn more about becoming a qualified vendor and apply to this Tri-County RFPQ.

Suppliers who previously qualified with expired qualification status may need to re-qualify in order to be eligible for contracts. Please note: Being qualified does not automatically result in a contract. The Counties employ several allocation methods including direct funding and notices of funding availability. |
Providers whose qualification status has not expired for the Tri-County Supportive Housing Services (SHS) Supplier Pool may submit an application to qualify now if they would like to expand their eligibility to additional counties or service components this year OR they can wait until the planned FY 2026 RFPQ at which time their qualification status will have expired for future contracts.
This document lists the providers who have previously qualified for the Tri-County SHS Supplier Pool and shows which service components each provider in the Supplier Pool is eligible to contract for. All previously qualified providers are responsible for checking the list to confirm the counties and service components for which they are currently qualified, regardless of what they may have been told previously. Please make note of the date your qualification expires.
In the list, the letters C, M, and W indicate which counties the provider is eligible to contract with for each service component:
- C: Clackamas County
- M: Multnomah County
- W: Washington County
