New Project Community Engagement

The Multnomah County Homeless Services Department commits to the following principles for every project under development:

  • Maintain a visible presence in the community to ensure community members feel heard, seen, and prioritized
  • Provide clear, transparent, and timely communication
  • Establish trust and relationship between Multnomah County, the site operator, and the community
  • Foster an inclusive environment where the community is an active participant in the success of a future shelter or day center

HSD makes the following commitments for each of their shelters:

  • Ensure shelter staff are on site 24 hours a day, seven (7) days a week.
  • Prohibit, and use best efforts to prevent the use or possession of illegal substances and alcohol at JOHS shelters.
  • Prohibit possession of any firearm or other dangerous weapons at JOHS shelters.
  • Maintain a “no unauthorized visitors” policy at JOHS shelters. Visitors from partnering organizations may enter the site with proper documentation.
  • Adhere to noise ordinances and enforce quiet hours.
  • Maintain open, productive, and transparent communications.
  • Promptly investigate, address, and resolve concerns and complaints.
