The Joint Office of Homeless Services (JOHS) at Multnomah County is converting the property at 1818 S.E. 82nd Ave. into an alternative shelter site. The site will include:
- Onsite 24/7 wraparound services to individuals while they transition into permanent housing.
- Individual sleeping pods for up to 38 adults 18 and over, designed for accessibility for people with disabilities.
- On-site trash services, showers, restrooms, laundry, and a kitchenette.
Site Features
- Capacity for up to 38 adults
- 38 sleeping pods
- Six additional units that will be used for office space for staff, participant services, hygiene facilities, kitchenette amenities and laundry facilities
- Green space
- Fence with privacy inserts on all street sides

January – March 2025 | Continue to respond to constituent and community partner questions and work to organize a workgroup for negotiations and deliberations of content in Good Neighbor Agreement (GNA) |
April – May 2025 | Announce shelter operator. Host 2nd community meeting about programming to introduce Good Neighbor Agreement (GNA) process |
June – September 2025 | Convene GNA workgroup, adapt template to specific shelter project |
September – October 2025 | Host 3rd community meeting to publicize content of GNA, announce completion of GNA and post on project website |
November – December 2025 | Host a press event and community sneak peek of shelter once at substantial completion |
