FY 2025 | Allocation Announcement

Adult Placement out of Shelter

The Adult System of Care would like to announce an allocation for placement out of shelter.

Within the Adult System of Care, we are aiming to increase housing placement resources to adults in emergency shelter programs. We will be prioritizing placement resources for shelters that do not currently have adequate housing placement resources built into their shelter model.

DSV Emergency Shelter Services

IMPORTANT ANNOUNCEMENT – The DSV Emergency Shelter Services RFP deadline has been extended to 5:00 PM, Friday, November 15th, 2024. 

The Joint Office of Homeless Services (JOHS) would like to invite you to submit a proposal for services to support new and expanded overnight shelter options for survivors of domestic and sexual violence experiencing homelessness in Multnomah County.

The Joint Office of Homeless Services (JOHS) is excited to announce a new Request for Proposals (RFP) for Domestic and Sexual Violence (DSV) Emergency Shelter Services.

If you are interested in delivering DSV Emergency Shelter Services, please answer the questions provided in Attachment A – Domestic and Sexual Violence (DSV) Emergency Shelter Services – Proposal Instructions & Submission Template v2. Applicants must submit their proposal response by 5:00 PM on Friday, November 15th, 2024. Proposals should be sent by email to: maria.alvarez-lugo@multco.us and CommunitySheltering@multco.us.

Applicant Eligibility Requirements:

Organizations applying to this RFP must be able to demonstrate, upon request, they are a State-certified Victim Services Provider. Applicants who cannot demonstrate compliance will not be considered for selection. Note: Per ORS 40.264 Rule 507-1, advocates are only considered to be “certified” and have legally privileged status and protections in communications with victims/survivors if they:

  1. Have completed at least forty (40) hours of training in advocacy for victims of domestic violence, sexual assault, or stalking that meets the minimum training requirements set out in OAR 137-085-0080; AND

  2. Are a current employee or a volunteer with a qualified community-, campus-, or tribal-based advocacy program.

FY 2025 | Allocation Process

Family Emergency Shelter Services

The JOHS is engaging in an allocation process to bring new and expanding emergency shelter services for Family households in Multnomah County. To learn more about these efforts, please refer to the Community Sheltering Strategy.

This process is open from October 7 to November 4, 2024 and proposals are to be submitted to communitysheltering@multco.us and mandy.kubisch@multco.usPlease refer to the attached announcement for the full schedule of events for this allocation.
